Building Permits and Fees
Procedure for Acquiring Building Permits
All development within the Municipality of Happy Valley-Goose Bay is regulated by the Happy Valley-Goose Bay Development Regulations 2008-2018.
A building permit must be obtained from the Town prior to new construction or renovations that include either a change in the intensity of use or a change in the exterior dimension of any building within the municipality.
Where the intended use is permitted by the Development Regulations the following must be observed:
Residential
For a single residential unit and a duplex a building permit may be issued upon presentation and approval of a scaled floor plan and a site plan.
For a building that includes three or more residential apartments, building and site plans must first be approved by the Town then the applicant must submit the plans to the Government Service Center for approval prior to a building permit being issued.
Commercial
For all commercial or partly commercial buildings, plans must be approved by the Town then the applicant must submit the plans to to the Government Service Center for approval prior to a building permit being issued.
For commercial buildings over 600m2 , in addition to the above requirements for a commercial development, building plans must be prepared and certified by a registered professional architect or engineer.

All site plans must show parking, drainage and conform to the Development Regulations for the respective zone.
The owner (or the owner's consultant) is responsible for the preparation and submission of all required information and for all associated fees. Application forms and fee schedules are available from the local Government Service Center and the Town Office.

Any work performed on a site prior to obtaining a building permit is a contravention of the Regulations and charges may be levied.
A building permit must also be obtained prior to paving or the installation of a concrete driveway or parking lot. Town personnel must have advance notice of paving in order to locate any water valves, check for any potential drainage problems and to ensure that the driveway approach to the main road is acceptable for snow clearing purposes. The Town will not accept any responsibility for any drainage problem or damage to pavement caused by Town equipment, where a permit was not obtained.
All arrears of taxes and any outstanding bills owned to the town must be paid in full or suitable arrangements to be made before a permit will be issued.
