Sewer Maintenance, Sewage Pumping Stations and Sewage Treatment
The Sewage Section operates and maintains two Sewage Outfalls, fourteen Sewage Lift Stations and approximately 50 kilometers of sewers, including manholes.
All sewage from 5 Wing Goose Bay, Northside of Town, Spruce Park and Hamilton Heights collect at different locations but eventually flows into a 24" Concrete Trunk Sewer and is carried all the way to the Birch Island Outfall which empties into the Churchill River. A small portion of Happy Valley (Upper Valley down as far as Tenth Street) also collects and ties into the Trunk Sewer at the Palliser Street Lift Station. The remaining sewage is collected at different locations and eventually flows to the lower outfall located at the Corte Real Road/Hamilton River Road Intersection and is emptied into the Churchill River. The Sewage Section checks all fourteen lift stations daily to ensure that all pumps are working properly. In addition, each lift station is equipped with a flashing red light indicator and directions for the public to call if the alert is activated.
The Town of Happy Valley-Goose Bay is currently lobbying both levels of Government to secure funding to construct a new Sewage Treatment Plant. A few years ago there was a study completed on what type of Treatment would be best suited for the Happy Valley-Goose Bay area. The findings were that a Sewage Lagoon System would be best suited for our climate and in the long term would be less expensive to maintain.

Blockages, Backups
The following is the Town's Policy for responding to sewer line breaks and related labor costs:
The Town will not accept responsibility for sewer line breaks or blockages that occur in the owner's lateral. The Town is responsible for the main sewer lines only. The Town will agree to investigate the problem during normal working hours, but will inform the citizen or property owner who is responsible to get the necessary repairs completed.
The Town will repair sewer line breaks and clear any blockages that occur in the sewer mains. Service lines to homes or business are not mains.
If a request is received from a citizen after regular working hours (8:00 a.m. to 4:00 p.m.) to determine the location of a sewer line break or sewer blockage, the same policy will apply. If the problem is deemed to be in the property owner's line, the property owner will be notified that it is their responsibility to get the problem resolved. If the problem is outside in the main sewer line, the Town will undertake the necessary repairs.
When making a request for sewer services, citizens must be informed that they are responsible for any costs associated with the problem if it is deemed to have occurred in the owner's lateral.
During repairs for sewer main breaks every effort will be made to notify the public of any interruption in the service. If there is an interruption, every effort will be made to put this service back in order as soon as the repair is made. In emergency situations, the same policy applies.
The Town of Happy Valley-Goose Bay purchased a new combination Sewer Jet/Vacuum Cleaner unit in 2008 that will allow crews to jet and clean sewers at a much faster rate. The sewer flushing/cleaning program is on-going during summer months (June through to October) where all sewer lines and manholes are cleaned. The cleaning process will take approximately 3 years to completely clean all manholes and sewer lines throughout the Town and then the 3 year process will begin again. This program will be carried out depending on the availability of manpower, equipment and financing.
