Under Section 210 and 211 of the Highway Traffic Act, 1970, the Town Council of Happy Valley-Goose Bay has made the following regulations.

TRAFFIC REGULATIONS
1. Interpretations: In these regulations unless the context otherwise requires:
(a) "Council means the Town Council of Happy Valley-Goose Bay constituted under the provisions of the Municipalities Act.
(b) "Town" means the Town of Happy Valley-Goose Bay as defined by Order-in-Council dated the 15th day of March, 1955 or any amendments thereto made or continued under the Municipalities Act.
(c) "Park" means to allow a motor vehicle to remain on a highway in a stationary position whether or not the operator remains in control provided that a vehicle shall not be deemed to be so parked if it is stopped for the immediate taking up or discharging of passengers or for such time as may be actually necessary for the loading or unloading of goods or for repairing such vehicle when repairs thereto on a highway are necessary.
(d) "Highway" shall include any way to which the public has access and bridges over which a highway passes, and also include every place to which the public has access as a parking place for motor vehicles.
(e) "Wait" means to allow a motor vehicle to remain on a highway in a stationary position whether or not the operator remains in control, and includes the stopping of a vehicle to load or unload goods or passengers.
(f) "Stop" when required means the complete cessation of movement.
(g) "Stopping when Prohibited" means no vehicle, whether occupied or not, shall stop in the area designated.
(h) "Traffic Sign" includes all traffic control signals, warning sign-posts, direction-posts, signs, lines, marks or other devices for the guidance of persons using highways.
(i) "Sidewalk" means that portion of a highway lying between the curb lines or the lateral lines of a roadway and the adjacent property lines set apart of the use of pedestrians, includes any part of a highway set apart or marked as being for the exclusive use of pedestrians and is deemed to include any area of highway lying between the curb lines or the lateral lines of a roadway and that portion of a highway set apart for the use of pedestrians.
2. No motor vehicle shall exceed the posted speed limit within the limits of the Town of Happy Valley-Goose Bay.
(a) All speed limits within the Town, except the street known as Hamilton River Road, and Canadian Forces Base Goose Bay are designated by Council.
(b) All speed limits on Hamilton River Road are designated by signs approved for that purpose by the Department of Works, Services and Transportation.
(c) All speed limits within that part of the Town know as the South Side are designated by the Department of National Defence.
3. No person shall make a "U" turn upon any street within the Town.
4. No person shall fail to stop at a stop sign upon any street within the Town.
5. No person shall park any motor vehicle on the highway at any time in such a way as to interfere with, hinder or obstruct the normal flow of traffic.
6. No vehicle shall park parallel to any place of business which is faced upon a street of the Town when sufficient space is provided to allow such a vehicle to park at right angles to such place of business.
7. No person shall stop, stand, or park a vehicle on a highway so that the vehicle or any part of it is:
(a) On a sidewalk as an area generally used or intended for use by pedestrians.
(b) In front of a public or private driveway or in front of an authorized loading door designated as such.
(c) Within 8 m of an intersection.
(d) Within 5 m of any fire hydrant.
(e) Within a crosswalk.
(f) Within 6 m of the approach side of a crosswalk.
(g) Within 9 m upon the approach to any stop sign.
(h) Within 6 m of either side of the entrance to or exit from a hotel, church, school, public meeting place, theater, dance hall, or playground.
(i) Parked on the left side of the highway in the direction it is heading excepting where the parking is designated by proper signs erected by Council.
(j) Within 6 m of a driveway entrance to a fire station.
(k) Within 152 m of any site where a fire is in progress unless permission has been obtained from a police constable, excepting a fire engine, ambulance, police car, clergy*s car, or a medical doctor*s car.
8. Every vehicle shall, on the approach of a fire engine, ambulance or police car, sounding sirens or flashing warning lights, pull in to the right hand curb as closely as possible and stop and shall remain in this position until the passing of such fire engine, ambulance or police car.
9. No public service vehicles operating within the Town for hire or reward shall stop anywhere on any highway to solicit business except at designated stops and passengers may enter or leave such public service vehicles at the aforementioned stops only.
10. The driver of a commercial motor vehicle loading or unloading freight within the Town shall, if possible, pull such motor vehicle off the highway into some private parking space; where this is not possible, the driver shall, when loading or unloading freight, pull in as near as possible to the curb and load or unload as quickly as possible, but in no case shall a driver place a commercial motor vehicle in such a position as to hinder or obstruct the normal flow of traffic.
11. No person shall operate any vehicle within the boundaries of the Town having any object or thing protecting or extending there from in a lateral direction for a distance of more than 30 cm, neither shall any vehicle have any object or thing projecting rearwards for a distance of more than 2 m without the displaying or a red flag at the extreme rear of such object or thing.
12. The driver of a vehicle upon the roadway of a highway upon meeting or overtaking from either direction a school bus that has stopped on any part of the roadway of the highway for the purpose of receiving or discharging school children:
(a) When there is in operation a school bus a visual signal, shall stop the vehicle before reaching the bus; and
(b) Shall not proceed until the school bus resumes motion or he is signaled by the driver of the school bus to proceed or the visual signal is no longer activated.
13. The driver of a vehicle shall produce to any member of the Happy Valley-Goose Bay Municipal Enforcement Department and vehicle registration whenever so requested.
14. (1) Every person to whom a drivers license is issued shall, when he is driving a motor vehicle, produce that license when so requested by any member of the Happy Valley-Goose Bay Municipal Enforcement Department.
15. A person shall not drive a vehicle on a highway or in any other place within the Town:
(a) At a speed which is greater than is reasonable and prudent under conditions and having regard to actual and potential hazards existing on the highway or other place;
(b) Without due care and attention;
(c) Without reasonable consideration for other persons; or
(d) If he suffers from a disease or physical or mental disability which might cause his driving of a vehicle to be a source of danger to other persons.
(e) Except when entering or leaving a driveway or land or when entering upon or leaving land adjacent to a highway, a driver shall not drive a vehicle upon a sidewalk.
(f) No heavy equipment vehicles (such as, tractor trailers, graders, backhoes, dump trucks, tractors, etc.) shall be parked or maintained in any residential zoned areas within the municipality unless they are loading or unloading freight or materials to a residential customer.
SNOW CLEARING SECTION
16. During the period from the first day of November in each year to the thirtieth day of April in any succeeding year, both days inclusive, no person shall park an unattended vehicle upon any street within the Town between the hours of 12:00 midnight and 8:00 a.m.
17. At any time during a snow storm and for twelve (12) hours thereafter, no person shall park an unattended vehicle on any street within the Town.
(a) No person shall deposit, throw, sweep or place any accumulation of snow or ice on any street, sidewalk or public parking lot within the limits of the Town, providing that this regulation shall not apply to employees or contractors of council while engaged in snow clearing operations.
18. Any unattended vehicle parked on any street within the Town in contravention of these regulations may be removed and impounded by the Council and the cost of such removal and impounding may be recovered from the owner as a civil debt prior to the vehicle being returned to the owner. This may be paid at the Town Office during regular business hours. Fees are recovery of towing costs and charges for storage until recovered.
19. Any person who violates any of the provisions of these regulations shall be guilty of an offence and shall be liable on summary conviction to a penalty in accordance with the Highway Traffic Act, 1970.
20. These regulations shall take effect on the day of , and may be cited as the Town of Happy Valley-Goose Bay Traffic Regulations.
21. All previous Traffic Regulations are hereby repealed.
